An AEO is an economic operator recognized by Indonesia’s Directorate General of Customs and Excise (DGCE) who meets international security standards (WCO SAFE Framework) and customs compliance, receiving special customs treatment.
The AEO program is based on: Presidential Instruction No. 1/2010 Minister of Finance Regulation No. 137/2025 Directorate General of Customs Regulation PER-20/BC/2024
Eligible operators include Manufacturers, Importers, Exporters, Customs Brokers (PPJK), Freight Forwarders, Trucking, Warehousings, and other supply chain actors.
Must have no customs or tax-related criminal offenses, and have audited financial statements for the last two years.
Applications are submitted to the Directorate General of Customs and Excise, accompanied by a self-assessment questionnaire, declaration letter, financial reports, and other supporting documents.
The certificate is valid for 5 years and can be renewed based on evaluation results.
Includes designation as a Customs partner, priority access to programs, after-hours consultation, simplified procedures, and risk-managed facilitation.
Coaching clinics are available offering comprehensive explanations and technical guidance related to AEO application.
The Directorate General of Customs and Excise may establish MRAs with other customs administrations to secure and facilitate global trade.
Monitoring and evaluation serve as basis for follow-ups: corrective actions, suspension, or revocation of AEO recognition.
AEO must conduct periodic internal audits and submit the results to the Director and Client Manager as a form of accountability.
The AEO Manager is appointed by the AEO operator, should know customs/excise regulations well, and is tasked with communication with the Client Manager and ensuring that AEO responsibilities are fulfilled.
DGCE conducts monitoring and evaluation to ensure AEO requirements and responsibilities are met. Based on the results, corrective action, suspension, or revocation of recognition may follow.
This regulation also accommodates flexibility for MSMEs in meeting AEO requirements through simplified conditions and criteria.
